Preventive maintenance is a rotation, not a project The common failure is treating PM as something done in a push — a week where maintenance works through the building, after which nobody thinks about it until something breaks. That approach collapses the first time occupancy is high during the scheduled week, and once it has been skipped twice it stops existing.
A rotation survives because it is small and constant. Every room gets attention on a fixed cycle, a handful of rooms are touched each day, and no single day is disruptive enough to be worth cancelling.
Work out the daily number first Before deciding what is on the list, work out how many rooms a day the cycle demands. If that number is unaffordable, a longer cycle is the honest answer — not a shorter list that nobody completes.
The arithmetic is: rooms ÷ (cycle length in days × working days per week ÷ 7). For a quarterly cycle on a 200-room property with maintenance working five days a week, that is 200 ÷ (91 × 5 ÷ 7) = 200 ÷ 65, so about 3 rooms per day.

Rooms per working day, five-day maintenance week If the quarterly number is more rooms per day than your maintenance staffing can absorb, move to a twice-yearly cycle and keep it. A cycle that is actually completed beats a shorter one that is abandoned in March.
What belongs on a quarterly room PM The list should be things that degrade slowly and predictably, and that a housekeeper would not catch in a daily clean. Anything a housekeeper does catch belongs in the inspection process instead, where it will be found far sooner.

That one field turns the whole thing from a task list into a system: you can generate the next day's rooms automatically, you can prove compliance, and you can find the room that has quietly been skipped for three cycles because it is always occupied.
"Always occupied" is a real pattern and worth watching for. A handful of rooms on any property are sold every night, and if the PM list is generated by walking the floor they will never come up. Selecting by oldest-PM-date rather than by convenience is what fixes it.
Let inspections feed the work order list PM catches what degrades on a schedule. Inspections catch what broke yesterday. The two are complementary, and the connection between them is worth making explicit: a failed inspection item that is a maintenance problem rather than a cleaning problem should become a work order immediately, with the photo attached.
Without that link, the same broken item gets noted on three consecutive inspections and fixed after none of them, because noting it and fixing it are separate systems that never speak.
